It seems like they want these new destroyers to be cruiser killers. So if an Elbing is up against a Z-52, she should let the Z cap, smoke up, be detected by the Z-52s hydro and killed. Hydro is not only useful for fighting DDs for caps, they detect cruisers hiding around corners, incoming torpedoes endangering the teammates behind them, as well as finding enemy DDs. AND, being in smoke they cannot effectively spot for their team. Nor can they see to fire their torpedoes. So, they give the new German DDs Smoke, which hides her AS WELL as blinds her to the enemy location so that they CANNOT effectively use."their powerful main battery guns".
So, Elbing and other new German DDs are not supposed to fight DDs for caps, so Hydro not required. Instead of Hydroacoustic search, we added a Smoke Generator, which will increase their survivability and allow them to effectively use one of their main features: their powerful main battery guns. However, this is not a primary goal for the new German destroyers. Hydroacoustic Search is most useful for destroyers when fighting other destroyers for caps. Removed the Hydroacoustic Search consumable.
